I spend a few hours walking around Pattaya to check out the current situation. Plenty of restaurants have opened back up recently but they must adhere to social distancing and hygiene measures. Unfortunately, bars remain closed. Massage shops are also still closed but are pushing and petitioning to be allowed to open. Food handouts are still a daily occurrence as you will see in the Soi 6 section of this video. It sounds like Pattaya will lift most restrictions during June 2020 but without any tourists being able to visit, many places will struggle to reopen and others may not be able to reopen at all...
To answer the question in the title, things are far from normal. From a small business standpoint, things are pretty grim for most. From an expat standpoint, things aren't so bad. As for the average local person, some are getting by whilst others are struggling.
